- Abstract
When "rural peripheral regions" are mentioned in Germany, there are associations of special backwardness and great structural weaknesses. Today, such general assessments belong to the past. This can be illustrated at the example of Emsland district in North Western Germany, bordering the Netherlands. As late as the 1950ies the Emsland has been the embodiment of a structurally weak and peripheral problem region. Today, the district ("Landkreis") stands as an example for an unusual socio-economic dynamics. This essay investigates the role which Regional Planning has played in inducing the change over the past five decades.
